Report published by the "Times" is inaccurate. In order to get rid of inconvenience caused by removal for examination at strike headquarters of goods suspected to be British to avoid intolerable annoyance and delay in recovering them, merchants and strikers recently came to an arrangement which was to have come into force yesterday whereunder examination should take place in a shed adjacent to customs examination shed to which they were to be teken (7 for, omitted) examination by and payment of duty to customs,

As, however, Commissioner yesterday suspended issue of all permits to load or discharge cargo except rice already in port, one cannot yet state how this scheme would be likely to affect customs.

Should as a result of the action teken separate customs (? room) be established which is unlikely, would suggest that maritime powers be approached with a view to issuing instructions that no vessels from here shall be allowed to enter their ports unless consular representative certifies that they have received a regular clearance from maritime customs vide article 41 of Tientsin treaty. Repeated to Foreign Office No. 9.
